Science Applications International Corp. in McLean, VA received a $47.6 million indefinite-delivery/ indefinite-quantity, cost-plus-fixed-fee contract to provide technical and engineering support to the Space and Naval Warfare Systems Center Pacific for C4ISR systems. This 5-year contract includes three 12-month option periods for a total potential period of performance of 8 years and a total potential value of $63.6 million. Most are government-owned, but a segment of semi-privatized services may be set to grow alongside existing military fleets. Could DID readers find themselves flying to an Azores vacation on a chartered aerial tanker during its “spare hours”? As Britain’s proposed FSTA public-private aerial tanker partnership comes to fruition, that’s exactly what could happen. The USA’s KC-45 competition was set to buy up to 179 aircraft for the USAF’s fleet instead, and may yet do so. Even here, however, some outsourcing is going on. German Shipbuilding Restructured: UAE’s Firm Buys Blohm+Voss

(March 1/10) ThyseenKrupp Marine Systems (TKMS) recently announced a “close strategic partnership” and Memorandum of Understanding with the Abu Dhabi MAR group in the United Arab Emirates, but the move is much closer to a sale of key assets. The MoU stipulates a 50/50 joint venture to build naval surface ships, with TKMS retaining a lead role and know-how in all projects with the German Navy and NATO partners. Similarly, Abu Dhabi MAR Group will be responsible for the Middle East and North Africa. At the same time, however, Abu Dhabi MAR is acquiring 80% of TKMS’ key surface ship firms: Blohm + Voss Shipyards, Blohm + Voss Repair, and Blohm + Voss Industries. The proposed sale follows other recent purchases in Germany by Abu Dhabi MAR, and other recent shipyard sales by TKMS. CACI International received a $31 million task order to support implementation of Oracle’s E-Business Suite for the US Department of Defense Business Transformation Agency ’s Defense Agency Initiative (DAI) program. The task order was awarded under the Defense Information System Agency’s $12.3 billion ENCORE II contract vehicle . Desperately Seeking Sources: NAWCAD Looks for Help on Special Ops Comms

The US Naval Air Warfare Center Aircraft Division (NAWCAD) in Patuxent River, MD is looking for contractors to provide maintenance, logistics, and life cycle service support for its Special Communications Requirement Division’s (SCRD) communication-electronic (C-E) equipment, systems and subsystems. The SCRD designs, develops, tests and supports joint special operations’ communications and electronics equipment. The division develops quick reaction and testing of communications packages for hand-held and manpack radios, high speed and rigid inflatable boats, mobile and fixed-base operations, special communications vans and other vehicles, and air-land transportable command posts. NAWCAD recently issued a sources sought notice to get industry feedback for a follow-on to a contract (N00421-06-C-0085) that was awarded to BAE Systems Technology Solutions & Services in Rockville, MD in 2006. His Iraqi Security Forces Order of Battle is an open-source compilation that attempts to map and detail Iraqi units and equipment, as their military branches and internal security forces grow and mature. While “good enough for government use” is not usually uttered as a compliment, US Army TRADOC has maintained permission to use the ISF OOB for their unclassified handouts since 2008. This compilation is reproduced here with full permission. New S-61T Helos for the US State Department

S-61T (click to view full) In February 2010, Sikorsky announced an indefinite delivery/ indefinite quantity agreement with the US Department of State to purchase up to 110 modernized S-61T Sea King helicopters, for “passenger and cargo transport missions in support of its worldwide operations.” The State Department regularly leases helicopters for this purpose; as one example, the helicopter that spirited Rep. Alan Grayson [D-FL] out of Niger during the 2010 coup was flown by Blackwater/Xe’s Presidential Airways. Because of the current state of helicopter support in Afghanistan , the role of private contractors to fill the gaps has been growing. The initial S-61T delivery order was 4 helicopters, for use in Afghanistan… and Sikorsky is pointedly touting the S-61Ts as an alternative to leased machines. (more…)
